(서울=연합뉴스) 정빛나 기자 = 미국에서 가장 인구가 많은 캘리포니아주(州)가 저소득 불법 이민자들에게도 건강보험 혜택을 확대 제공하기로 했다.
1일(현지시간) AP통신에 따르면 전날 개빈 뉴섬 캘리포니아 주지사는 2024년까지 체류 지위와 관계없이 모든 저소득층이 메디케이드(Medicaid) 혜택을 받을 수 있도록 하는 계획을 골자로 한 총 3천79억 달러(약 399조3천800억 원) 규모의 주정부 예산안에 서명했다.
전날 의회의 예산안을 승인한 데 이어 주지사 서명으로 지출 계획이 확정됐다.
메디케이드는 저소득층을 대상으로 한 의료비 지원 프로그램이다.
캘리포니아는 18세 미만 아동·청소년에 대해서는 이미 체류 지위와 관계없이 건강보험 서비스를 제공하는 등 꾸준히 메디케이드 수혜 대상을 넓혔다.
2019년부터는 26세 이하, 2020년부터는 50세 이상 이민자 등도 적용 대상에 포함됐다.
여기에 아예 대상을 '모든 이민자'로 확대함에 따라 지원의 사각지대에 놓인 불법 이민자들도 수혜를 받을 수 있게 됐다. 미국 내 50개 주 가운데 최초다.
이번 결정에 따른 메디케이드 신규 적용자는 약 76만4천 명이다. 연간 약 27억 달러(약 2조5천억원)가 추가로 소요될 전망이다.
또 캘리포니아는 정부와 민간보험을 통틀어 어떤 형태로든 건강보험에 가입한 비율이 92% 정도인데, 그 비율도 올라갈 것으로 예상된다.
그간 이민자들에 대한 의료혜택 확대를 요구해온 관련 시민단체들은 일제히 환영하는 분위기다.
불법 이민자에 대한 지원 여부를 둘러싼 찬반 논쟁은 여전하지만, 이번 결정이 미국 내 다른 지역에도 영향을 줄지도 주목된다.
미국 내 불법 체류자는 2020년 기준 약 2천210만 명 정도로, 전체 인구의 7% 정도를 차지한다고 AP는 전했다.

Californians bear an enormous fiscal burden resulting from playing host to a massive illegal alien population estimated to consist of almost 3 million foreign nationals. The annual expenditure of state and local tax dollars on services for that population and their children is $23 billion. That total amounts to a yearly burden of about $1,800 for each legally present California household.
