Envisioning a New East Asia

1.    Two Tasks

What is at stake is much bigger and more critical than just to denuclearize North Korea. It is about Taming and Triangulating China(TTC) as well as about eliminating North Korean nuclear/missile program. The birth of a new East Asia, will it come true?

CVID, since it is just another name of CVIL, Complete, Verifiable, and Irreversible Liberalization, will have a decisive, deep and lasting impact on the socio-political psychology of Chinese people. The liberation and rapid development of North Korea, which is the inevitable result of CVID/CVIL, will make their mind more perceptive and supportive with regard to human rights, fair market and global responsibility. North Korean democidal regime has built nuclear bombs. Dismantling them and liberating her people is nothing but a huge psychological ‘bomb’.

On the other hand, South Korean politics has been crippled by pro-totalitarianism. Two forces have strengthened this vicious trend. One is the false dilemma ‘war vs. peace’. The other is the lack of truthful world-perspective and value-system, which should have been upheld by the establishment, learned people, religious leaders and etc. As long as South Korea’s sick political culture is dominating its people, the resurrection of the North Korean people into independent individuals living on the platform of freedom and open market will be seriously hampered. For South Koreans are the most important partners and guides in this great process of human resurrection.

Thus we have two tasks: the CVID/CVIL of North Korea and the strengthening of South Korean political culture.

2.    The Amoral Mask on the Moral Task

The US has succeeded in engaging the Kim family and the privileged of the North. Like a hooked big fish, the totalitarian cult cannot help being pulled and released repeatedly until the human and material cost of collapsing or implosion reaches the minimal level. And there comes the moment of truth.

But this complicated maneuvering is deeply confusing and disorienting the South Korean people. The Moon administration is brain-washing South Koreans to totally give up any moral judgment on the democidal totalitarian bloodline cult. Metaphorically, Pol Pot is becoming a savior and the killing field is advertised as a rose garden. Those who are disgusted with this wholesale demoralization tend to feel very bitter toward the US, since the media, both American and Korean, are telling that the Trump administration is selling out South Korea to North Korea and China, to save ‘its own skin’.

Thus it is very important to stage a series of US-Korean performances which show:

1) the US is well aware that the final, decisive issue of North Korean crisis is the human rights and open market.

2) South Koreans and Americans, and possibly the Japanese people, should work together to push forward the cause, that is, human rights and open market.

In other words, we cannot ignore that there are two dimensions of the crisis ‘North Korean WMD’. One is military, which is essentially an amoral business. The other moral, since the CVID/CVIL involves human rights, freedom, open market and so on and on, all of which boil down to the existential issue: how one becomes an independent individual with dignity. An amoral mask on the highly moral task, this is the structure of this historical task.

So it is very important to have political performances to uphold the noble perspective and values of liberating North Korea. Prominent political figures, American and Korean, need to send the message that CVID inevitably leads to the regime change.   

3.    Too Materialistic Peace-Lovers

About thirty years ago, three things happened. First, the Eastern block collapsed. Second, South Korean economy took off. Third, the radical student/youth movement compelled the military authoritarian power elites to take drastic measure toward democracy.

In the 80’s, these changes weakened the anti-Communist culture, which is the result of the Korean War in the 50’s. There came a terrible vacuum of value and perspective, which can succeed the traditional anti-communism.  Since the 80’s, there have never been any serious efforts for establishing moral/political perspective and values. Korean people have degenerated into a state of materialism and disorientation. Now the majority has given up any moral judgment on the democidal totalitarian cult.  The majority has become too materialistic peace-lovers, just like Western Europeans in the late 30’s.

4.    ‘Perspective & Values’ and Getting Organized

What matters, what is lacking is language and communication. The common perspective and values which can bind voters, i.e., non-partisan citizenry(NPC), which pushes and moves partisan politics. Following is what should be done.

1)    Establish our own perspective and values, based on Burkean conservatism (Rhee Syng-Man, the founding father of the ROK) and Christian conservatism (American stream, i.e., Kirkland)

2)    Organize Christian conservatives into ‘hybrid’(working with secular) conservative entities. Up to now, they are not organized for hybrid activities and do not speak fluent secular-political language. They do not know how to make a socio-political organization and communicate with non-Christians. Christian activists/organizers need to learn how to ‘infiltrate’ into the secular world.

3)    Organize purely-secular entities, based on Burkean conservatism.

4)    Organize ‘local’ chapters, combining all the conservatives in the local, Christian or non-Christian. At the initial stage, the population size of one local is around one-million; 50 locals cover the whole country. Later, as more and more activists/organizers are trained, the size becomes smaller.

1.  2개의 과제.

당면한 문제는 북한을 비핵화하는 것보다 훨씬 더 중하고 위기적이다. 문제는 북한의 핵 / 미사일 프로그램을 제거하는 것뿐 아니라 중국(TTC)을 길들이고 포위한다는(삼각측량법을 적용하는) 것이다. 새로운 동아시아의 탄생, 그것이 이루어질 것인가?

CVID는 CVIL, Complete, Verifiable 및 Irreversible Liberalization(완벽하며, 증명 가능하며, 되돌릴 수 없는, 자유화)의 또 다른 이름이기 때문에 중국인들에 매우 깊고 오래가고 결정적인 사회 정치적인 심리충격을 줄 것이다. CVID / CVIL의 피할 수 없는 결과인 북한의 해방과 신속한 발전은 중국인들로 하여금 인권, 공정한 시장 및 세계적인 책임에 대해 보다 더 예민하게 하며 지지하게 할 것이다. 북한의 대량학살체제는 핵폭탄을 건설해왔다. 그것들을 해체하고 북한 주민을 해방하는 것은 거대한 심리적 '폭탄'이 될 뿐이다

그런데 남한의 정치는 친북 전체주의를 지향함으로써 장애자처럼 무력화되어 왔다. 두 세력이 이런 악질적인 경향(추세)을 강화해왔다. 하나는 '전쟁 대 평화'라는 가짜 난제(딜레마) 이다. 다른 하나는 기득권층, 배운 사람들 및 종교지도자들이 지지했어야 했던   세계관 및 가치 체계의 부재이다. 남한의 병든 정치 문화가 국민을 지배하고 있는 한, 북한 주민들이 자유와 개방 시장의 기반 위에 사는 독립된 개인들로 부활한다는 것은 심각히 저해될 것이다. 왜냐면 남한인들은 거대한 이 인간 부활의 과정에서 가장 중요한 파트너이자 안내인이기 때문이다.

그런고로 우리는 2가지 할 일이 있으니, 북한의 CVID / CVIL 과 남한 정치 문화의 강화가 그 두 가지 과제이다.

2. 도덕적 사명 위에 덮어 씌워져 있는 무도덕한 포장(가면)

미국은 김 씨 가족과 북한 특권층의 참여를 끌어들이는 데 성공했다. 마치 낚싯바늘에 걸린 큰 물고기처럼, 전체주의 숭배는 붕괴하거나 또는 내부적으로 파열되게 하는데 필요되는 인적 및 물적 비용이 최소 수준에 도달할 때까지 계속해서 반복적으로 당기다가 풀어주는 것을 어쩔 수 없이 당할 것이다. 그러다 보면 진리의 순간이 온다.

그러나 이 복잡한 기동(작전 과정)은 남한 사람들을 깊이 혼란스럽게 하고 방향감각을 잃게 만든다. 문 행정부는 남한인들을 세뇌하여  대량학살을 하는 전체주의적 혈족주의 광신집단에대한 어떠한 도덕적 판단도 완전히 포기하도록 한다. 은유적으로 말해본다면, 폴 포트는 구세주가 되고 살해 현장은 장미 정원으로 홍보되고 있다. 이러한 패덕이 도매로 팔리고 있는 것에 깊이 역겨워하는 사람들은 미국과 한국 언론이 트럼프 행정부가 남한을 북한과 중국에 자신의 이익을 보호하고자 (자기 나라의 체면을 살리고자)  팔아 치우고 있다고 말하고 있기 때문에 미국에 대해 매우 씁쓸하게 느끼는 경향이 있다. .
따라서 다음과 같은 것을 보여 주는 일련의 한미 공동 공연 연출의 무대를 마련하는 것이 매우 중요하다.

1) 미국은 북한 위기의 최종적이고 결정적인 문제가 인권과 개방 시장이라는 사실을 잘 알고 있다.

2) 남한인과 미국인 그리고 가능하다면 일본인들도 인권과 시장 개방을 추진하기 위해 함께 노력해야 한다.
다시 말해서 우리는 '북한 대량 살상 무기'라는 위기에는 두 가지 차원이 있다는 것을 결코 무시할 수 없다. 하나는 근본적으로 비도덕적인 사업인 군사적 차원이다. 다른 도덕적인 차원은 CVID / CVIL이 인권, 자유, 개방 시장 등을 포함하고 있기 때문에 실존적인 문제, 즉 사람이 어떻게 존엄성을 가진 독립적인 개인이 되 수 있느냐 하는 실존적이며 도덕적인 문제로 귀결된다. 고도의 도덕적 과제에 대한 부도덕한 포장이 이 역사적 과제의 구조이다.

따라서 북한을 해방하는 고귀한 세계관과 가치체개를 유지하기위한 정치 공연을 하는 것은 매우 중요하다. 미국과 한국의 저명한 정치 인사들은 CVID가 필연적으로 체제 변화로 이어질 것이라는 메시지를 보낼 필요가 있다.

3. 너무나 물질적인 평화 애호가들

약 30년 전에 세 가지 일이 일어났다. 첫째, 동부 쏘련권이 무너졌다. 둘째, 한국 경제가 발달했다. 셋째, 급진적인 학생 / 청년 운동이 군부 독재 권력 엘리트들에게 민주주의를 지향하는대폭적 개혁정책을 시행하도록 강요했다.

80년대에는 이러한 변화들이 50년대 한국 전쟁의 결과로 생겼던 반공 사상 문화를 심각하게 약화 시켰다,  전통적인 반공주의를 계승할 수 있는 가치관과 세계관에 끔찍한 공백이 생겼다. 80년대 이후로 도덕적 / 정치적 세계관과 가치를 확립하기 위한 진지한 노력이라고는 한 번도 없었다. 한국인들은 물질주의와 방향 감각 상실로 변질되었다. 지금 대다수는 대량학살적인 전체주의 사교체제에 어떤 도덕적인 판단도 하지 않기에 이르렀다. 대다수는 30년대 후반의 서유럽 사람들처럼 아주 너무 물질적인 평화 애호가가 되고 말았다.

4. '세계관과 가치관'과 조직화하기

중요한 것은, 결여되고 있는 것은 언어와 의사소통이다. 유권자들을, 즉 당파 정치를 초월하여 열렬히 정치에 참여할 시민 (NPC) 단체를 결속해 낼수 있는 공통적인 세계관과 가치관이 수립되어야 한다. 그런고로  다음과 같은 일이 벌어져야 한다

1) 버크의 보수주의(이승만, 한국의 건국 대통령에 의해 소개된)와 기독교 보수주의 (미국의 사상 흐름, 예로 커클랜드 사상가에 의해서 정립된)를 바탕으로 우리 자신의 세계관과 가치관을 수립해야 한다.
2) 기독교 보수주의자들이 ‘혼성적’(비종교인들과 협력하여) 보수주의 실체를 조직해야 한다. 지금까지는 하이브리드 활동(세속자들과 협동하기)를 위해 조직화 된 바 없었으며 유창한 세속 / 정치 언어를 유창하게 구사하지 못한다. 그들은 사회 정치적인 조직을 만들고 비기독교인들과 대화하는 방법을 모른다. 기독교 활동가 / 조직자는 세속적 세계에 '침투'하는 법을 배워야 한다.
3) 버크의 보수주의에 기초하여 완전히 세속적인 조직을 구성해야 한다.
4) 현지, 기독교 또는 비기독교인의 모든 보수를 결합하여 '지역'지부를 조직해야 한다. 초기 단계에서 한 지역의 인구 규모는 약 백만에 달해야 한다. 이런 조직 50이면 전국을 망라하게{덮게} 된다. 나중에 점점 더 많은 활동가 / 조직자가 훈련되면서 그 크기는 더 작아지게 된다.

월 회비가 회원 기준이어야 한다. 전국적으로 1만여 명의 유급 회원들이 정당과 정치에 상당한 영향력을 발휘할 것이다. 전국 40,000명의 회원 (전체 유권자의 0.1 %)이 강력한 영향력을 발휘한다. 전국적으로 십만 명의 회원이면 절대적인 영향력을 행사할 것이다.

이 모든 것은 우리가 '언어', 즉 '세계관과 가치관'을 확립할 수 있는지 여부에 달려 있으며, 이를 통해 우리는 우리 자신을 활동가와 조직자들로 훈련 할 수 있다. '세계관과 가치'는 조직들보다 선행되어야 한다.
