최재성 청와대 정무수석은 이날 언론 브리핑에서 "지난 13일 통합당 김종인 비상대책위원장을 예방한 자리에서 문 대통령의 정당 대표 초청 대화 의사를 밝혔다"며 "그러나 통합당은 지난 16일, (청와대가 제안한) 오는 21일 (회담) 일정이 불가함을 밝혀왔다"고 했다. 청와대 고위 관계자는 "문 대통령은 올해 2월과 5월 정당 대표와 원내대표를 만나서 각각 대화했다. 3개월에 한 번씩 (대화)한다는 합의에 따라서 8월에 (회담)할 것을 제안한 것"이라고 했다. 이 관계자는 김 위원장의 거절 이유에 대해선 "전달받은 바 없다"고 했다.
이에 대해 통합당 김은혜 대변인은 "21대 국회 들어 국회 법제사법위원장 자리 강탈, 의회 독식 등 청와대가 하고 싶은 대로 다 하더니, 이제 와서 돌변해 '회담하자'며 팔을 비튼다"며 "힘으로 밀어붙이는 데 익숙해지더니 대화마저 강매(强賣)하고 있다"고 했다. 김 대변인은 "(청와대의) 국면 전환 쇼에 무턱대고 따르라 하면 우리는 따를 수 없다"며 "무례하다"고 했다.
최 수석은 지난 13일 정무수석 부임 인사차 국회에서 김 위원장을 만났다. 이 자리에서 지나가듯 "문 대통령을 한번 만나보는 게 어떻겠냐"는 취지로 말했다고 통합당 관계자는 전했다. 이에 김 위원장은 "지금 대통령과 만날 때냐"는 취지로 말한 것으로 전해졌다. 청와대와 더불어민주당이 부동산 관련 법안을 일방 처리한 데 대한 유감 입장을 정식으로 밝히지 않는 데다 통합당의 국정 기조 전환 요구에도 반응을 보이지 않는 상황에서 문 대통령과 만날 때가 아니란 뜻으로 해석됐다. 더구나 임기가 오는 29일 끝나는 이해찬 더불어민주당 대표의 사퇴를 열흘여 앞두고 여야 대표 회동을 하는 건 사리에 맞지 않는다는 말도 나왔다.
